VMware often advises to make changes to a virtual machine’s tools.conf file to workaround or remedy certain situations. An example is shown in this VMware KB article:
In Windows, the tools.conf is typically here:

The problem is that in many instances, there is no tools.conf file on the VM running VMware tools. The fix is to manually create a tools.conf file in the specified directory above. This will not break anything and the file may not just be hidden in Windows Explorer.
In the above article example, create the headings and lines you need in the .conf file. In this example, we are manually setting the logging level. Save the tools.conf file to the appropriate directory and restart VMware tools for the configuration to take effect.
